Gaming Rules & Regulations:

As many of you are aware, Sooke Minor Hockey conducts several activities throughout the season that may require a Gaming Licence from the Gaming Policy and Enforcement Branch. These activities include tournaments, 50/50 draws, and raffles to name a few. Each of these activities requires a “Class B” Gaming Licence. As a rule, if there is the “element of chance” you require a gaming licence.

The following is a summary of the rules that apply to the most common activities and events that SMHA will encounter. The following are FAQs but if you have any further questions they are to be directed to the Gaming Coordinators.

How do we get a gaming licence?

Gaming licenses are obtained through the Gaming Coordinators, who will then apply for the licence on-line. You must complete a “request for gaming licence” form (this can be obtained from your manager) Please allow a couple of weeks before your event, for this to be processed. The cost for each licence is $25.00.

What types of events require gaming licenses?

You will require a gaming licence for raffle draws, 50/50 draws*, meat draws, sports pools, calendar raffles, rubber duck races, cakewalks etc.

What about Loonie sticks and Progressive 50/50 draws.

Under the guidelines of the Gaming Policy and Enforcement Branch we are unable to include the Loonie stick raffle. Gaming Policy clearly states that there must be a known “value” to any prize. Progressive 50/50 draws can be held providing the winning ticket is drawn daily.

Does the 50/50 licence apply to regular games as well as tournaments?

No. Licence's for tournaments are applied for separately.

As Tournament Coordinators do I need a 50/50 licence for the tournament I am organizing?

Yes. Applying for a licence for a tournament is the same as above. However you must apply for each gaming event separately. If you are having 50/50 draws, as well as raffle tables you must apply for 2 separate licence's. The licence for the raffle table cannot be applied for until you have each gift donation received and a list of such is given to gaming Coordinators If you are planning a progressive “daily” 50/50, this also must be applied for as a separate licence.

What are the rules for conducting a 50/50 draw during tournaments?

The prize is a percentage of the money earned through ticket sales (50%)
The tickets will be different colors for each price category These are called “bearer tickets” and are commercially printed, consecutively numbered tickets that do not provide a space for the buyers name, address and phone number on the counterfoil.
Sooke Minor Hockey has set the price categories as follows:

¨ 1 for $1.00
¨ 3 for $2.00
¨ 15 for $5.00 (“Arms length” tickets will not be sold)

Discounted tickets cannot be split and sold separately.

Single tickets MUST be sold for the price indicated on the ticket and cannot be sold as discounted tickets.

A copy of the Gaming Event Licence including amendments and the rules of play for the raffle must be posted or available during ticket sales and at each selling venue.

The list of winner’s names and ticket numbers will also be visible at the arena.

Who can sell tickets for 50/50 or raffle tables?

Under a Class B licence Sooke Minor Hockey may not sell tickets to a minor unless the minor is:
¨ 13 years of age or older; or
¨ Accompanied by an adult who are apparently the minor’s parent or guardian and who consents to the sale.
¨ A minor may not sell tickets for a Class B licensed gaming event unless the ticket value is LESS THAN $5.00 and the minor is doing so as a volunteer.
¨ Members of your organization responsible for the conduct and management of the ticket raffle and employees of contracted gaming services providers are not permitted to purchase tickets for that raffle.


What are the procedures of drawing a winning ticket?

The person responsible for drawing the winning ticket:

¨ Cannot own a ticket or own a share of a ticket in the draw
¨ Must wear clothing that allows for the arm reaching into the container to be bare;
¨ Must not be able to see the printed information on the counterfoils in the container; and
¨ Must select the counterfoils in a manner in which the witnesses are satisfied that the person is not influencing the outcome of the draw.

Do we have to keep track of all our tickets?

Yes. Sooke Minor Hockey must be able to account for all tickets, whether sold or unsold. As part of its gaming records, which must be retained for 5 years or until the Branch has audited that particular raffle whichever comes first.

Bearer tickets and stubs do not need to be retained, with the exception of the winning tickets.

Are the rules different for raffle table prizes?

Yes. Where tickets are sold and used to determine a winner, tickets must be consecutively numbered with an identifiable beginning and end.
Only the number of tickets approved for the gaming event licence shall be offered for sale.

The tickets must be prepared as follows:

Each ticket must have two separate parts, each detachable from the other. The purchaser of the ticket retains one portion of the ticket and the seller retains the other portion.

Part 1 of the ticket:


1. Name & address of the licensee and year round phone number
2. Gaming event licence number, to be shown as “BC GAMING EVENT LICENCE # _______
3. Location, date and time of draws, including early bird draws.
4. Sequential number of the ticket.
5. Number of tickets printed in each price category
6. Price of the ticket
7. Statement of required presence at the draw as a condition of winning, if applicable;
8. Statement of participants’ responsibility for the cost of prize delivery; if applicable
9. The words “Winners consent to the release of their names by the licensee”

Part 2 of the ticket: to be retained by the ticket seller must include:

1. Place for the name, address and telephone number of the ticket purchaser
2. Gaming event licence number, to be shown as BC GAMING EVENT LICENCE # _____
3. Sequential number of the ticket.
